HITEC-LA, a project of L.A. Care Health Plan, helps small practices and clinics switch from paper files to electronic records that help improve patient care

LOS ANGELES – HITEC-LA, a project of L.A. Care Health Plan, the nation’s largest publicly operated health plan, has been awarded a one year no cost extension from the Office of the National Coordinator for Health Information Technology (ONC). The extension is through April 2015.

The goal is to help 3,000 eligible primary care providers in L.A. County reach meaningful use and qualify for federal EHR incentives. To date, more than $55 million has been paid out to L.A. County providers. Providers that meaningfully use certified electronic health records (EHRs) can expand the capabilities of their practices, leading to improving clinical quality, lowering costs and enhancing patient experience.

“In addition to achieving program milestones, we managed our program effectively, allowing us to serve L.A. County practices for one more year without needing additional funding,” says L.A. Care Chief Executive Officer Howard Kahn. “We look forward to continuing our successful partnership with the ONC to help even more providers reach meaningful use to increase their clinical care quality.”

While HITEC-LA serves providers who accept Medicare, Medi-Cal, uninsured and commercial patients, the organization’s focus is helping those providers who care for the lowest income residents of L.A. County. Through HITEC-LA, L.A. Care is able to offer safety net providers the same health IT resources that are available to private providers, which enhances their ability to serve some of the most vulnerable patients in the county.

“Providers in L.A. County who serve underserved and disadvantages populations are interested in implementing new technologies that enable them to deliver better care, but have limited time and resources,” says L.A. Care Executive Director of HITEC-LA and Health Information Technology Mary Franz. “Our assistance has made it possible for them to put in place systems that they can use to better serve their patients.”

HITEC-LA belongs to the network of 62 Regional Extension Centers across the country formed under the Health Information Technology for Economic and Clinical Health (HITECH) Act, which is part of the American Recovery and Reinvestment Act of 2009. In addition to developing the Regional Extension Centers, the HITECH Act also created the Medicare and Medicaid EHR Incentive Programs, which provide incentive payments to eligible professionals as they adopt, implement, upgrade or demonstrate meaningful use of certified EHR technology. Eligible health care providers can receive up to $63,750 under the Medicaid EHR Incentive Program or up to $44,000 under the Medicare EHR Incentive Program.
